She grew up unschooled in Washington state and credits her free-range childhood in the Northwest for much of her inspiration and work ethic. Her first children's book, Sonya's Chickens (Tundra) was the recipient of the Ezra Jack Keats Book Award for new illustrator. Phoebe lives in Bellingham, Washington, where she has a retail shop and teaches illustration at Western Washington University.

As spring comes and flowers bloom, the creatures of the forest turn out to celebrate the return on warmer months! Garden Jubilee is their welcome song. Created was a family of patterns that are playful yet serene, bold, and bright yet delicate. The patterns are designed with quilting in mind - each print working in harmonious compliment to the other. Stripes, dots, calicos come together to create a cohesive yet varied collection that brings the magic of spring into people's homes.
